   I am wondering how I can enable picture upload for guest posting where the user is only enabled to write pending posts.

   So that user have the role of "Contributor" ?
   The default capabilities in Wordpress do not allow file upload for them.
   If you want to keep that role for your users but allow the pictures upload; you have to find a plugin that allows to customize the role's capabilities.

   I have installed Capability Manager and am able to tweak roles. How will I enable picture upload via OQP?
